On 11/4/2006 changes were made (“El que llama paga”) for dialing cellular phones in Mexico with major increase in rates (cost of completing calls to Mexican cellular phones went up at least 14 cents.) The increase was approved by Mexican telecommunications regulator Comisión Federal de Telecomunicaciones, Cofetel.
